現行軍事機密保安法および軍事保安業務施行規則などは国家主要施設および軍事基地を「国家主要保安目標」または「上級保安施設」などに分類、写真撮影を厳格に制限している。これにより国内航空写真はすべて機務司の検閲を通さなければ公開できないほか、衛星写真は国家情報院で検閲した後、公開されることになっている。また主要保安施設の航空写真は公開が禁止されており、市中地図にも主要保安施設の位置および建物配置現況は初めから緑地処理される。

まあ韓国の場合は例の一件以来、Google Earth については過敏になってるのかもしれないが、イラク駐留米軍も含めて各国から懸念が出る気持ちはわからないでもないと思う。
しかし、これらの衛星写真は商業的に出回っているものだから、Google の広報のお姉ちゃんも

これに対して、アメリカの政府の諮問機関で、衛星写真の配布・流通について新しいガイドラインが答申されたそうだ。もちろんこれは、衛星写真の商業利用を保障するために作られたもので、規制するためのものではない。

The guidelines target organizations where the imagery originates and aim to strike a balance between safeguarding information and sharing it with the public. While the guidelines outline how organizations can better evaluate whether content is "sensitive" or poses a security risk, they "do not grant any new authority."と、基本的に政府側として今回のことで特別に対処はしないということのようで、最後の文にあるように「公共の利益」を優先したい、という意図による答申だということだ。
The decision to draft the guidelines was made because some organizations "curtailed access without assessing the risk to security" before considering the public benefit.
その Federal Geographic Data Committee による答申の原文はここ（PDF）。セキュリティ上の懸念があるかもしれない対象についてどういうプロセスを経て写真を公開すればよいか、詳細な解説（提案）がある。
日本の場合は航空写真になると思うけど、この辺の法整備はどうなってるのかな? 今回の選挙の争点にぜひ（笑）。
ところで、上の朝鮮日報の記事は
グーグル・アースは韓半島内ではソウルと北朝鮮・開城（ケソン）地域だけ、高解像度サービスを行っている。開城よりソウルの方がより高解像度写真であることが分かった。と書いているが（開城地域は板門店付近のこと - ここ参照）、板門店よりもっと北にあるエリアの高精細度衛星写真のことは書かないのかな? 寧辺の核施設（Google Maps / Google Earth）や他の原発?（Google Maps / Google Earth）がはっきりくっきり見えているのだが。
この衛星配信は他の方のブログで知ったのですが、リアルタイムで見たかったですね・・・
